Why these three, together
The reason this set exists is not that the three are the most important placements. It is that between them they answer the three questions people actually arrive with: what am I working on, what do I need, and how do I come across. The Sun is direction, the Moon is need, the rising sign is the interface. Reading them one at a time gives you three horoscopes. Reading them as a set gives you something better, because the interesting part is where they disagree. A Leo Sun behind a Virgo rising is someone who wants the room and checks it first, and who is regularly told they are more reserved than they feel. A Cancer Moon under an Aries rising is someone who arrives fast and needs longer than they let on. When all three land in one element the chart amplifies rather than argues, which is comfortable and narrow; when they land in three, the person tends to feel like different people in different rooms and is usually relieved to find out why. That comparison is the whole point of calculating them at once instead of three times.
If you do not know your birth time
Then you have two of the three, and it is worth being clear about which. Your Sun sign is settled by the date, apart from the one day a year it changes over. Your Moon sign usually is too, though the Moon crosses a sign every two and a half days, so about half of all birthdays fall on a changeover and need the hour to resolve. Your rising sign is not available at all: it moves through the entire zodiac every 24 hours, so an assumed time gives you an assumed sign. What the Big Three is not
The phrase is modern shorthand, not a traditional category. No older astrology text singles out these three as a unit; the grouping came out of internet astrology in the last couple of decades and it caught on because it is genuinely a good starting set. Two things follow. First, nobody is contradicting an established doctrine by weighting the chart differently, because there is no doctrine here to contradict. Second, three placements out of a chart is a summary, and summaries flatten. The chart also has Mercury, Venus and Mars, which are personal and fast moving, the houses, which say where anything happens, and the aspects, which say which parts of you are in conversation. If a Big Three reading does not sound like you, that is usually where the rest of the answer is.

They are the usual entry point to a chart because between them they answer the three questions most people arrive with.
Do I need my birth time?
For the full set, yes. The rising sign is fixed to the Earth's rotation, so it crosses all twelve signs every 24 hours and an approximate time gives an approximate person. The Sun almost always works from the date alone, and the Moon usually does, so without a time you can still get two of the three honestly. This page asks for the time rather than assuming noon, which is what a calculator that answers anyway is quietly doing.
Which of the three matters most?
They answer different questions, so the ranking depends on what you are asking. If you want to know what somebody is like to live with, the Moon is usually the most informative. If you want to know how they come across at work, the rising sign. If you want to know what they are trying to become, the Sun. Astrologers argue about the ordering and the argument does not have a resolution, because there is no measurement that would settle it.
Why does my rising sign not sound like me?
Two common reasons. The first is that the rising sign describes how you land on other people rather than how you experience yourself, so it is often the placement your friends recognise and you do not. The second is a wrong birth time. A rising sign is only as good as the minute it was calculated from, so if yours was rounded to the hour, check the degree in the result: close to 0 or 29 degrees means the neighbouring sign is genuinely in play.
Is the Big Three an official astrological term?
No, and it is worth saying plainly. It is a modern convention that came out of internet astrology, not a category from the tradition. That does not make it useless, it makes it a starting point rather than a doctrine, and it is why a good reading of these three keeps pointing outward at the rest of the chart.
