This Privacy Policy explains how noscere (the "Site", noscere.co) collects, uses, and protects personal data when you visit our website. We are committed to processing personal data lawfully, fairly, and transparently.
noscere is currently a free, multilingual astrology content hub. It offers zodiac guides in nine languages. At this time there are no user accounts, no payments, and no products sold. The only personal data we process is described below. We do not invent or hide any data flows.
This policy is governed by Regulation (EU) 2016/679 (the General Data Protection Regulation, "GDPR"), Romanian Law no. 190/2018 (on measures for the application of the GDPR), and Romanian Law no. 506/2004 (on the processing of personal data and the protection of privacy in the electronic communications sector, transposing Directive 2002/58/EC, the "ePrivacy Directive").
Who we are (the controller)
The controller responsible for your personal data is:
Primo Pulse SRL, a company being established under the laws of Romania, which operates noscere (noscere.co) as a provider of an information society service. Its registration number, sole registration code (CUI) and registered office are to be completed before launch.
Contact for any privacy matter: hello@noscere.co.
Our zodiac guides are written with the help of AI and reviewed for quality by Noscere.
While the company is being established, the details above (registration number, CUI and registered office) will be added to this section before the Site launches. If those details change, this section will be updated.
What personal data we collect and why
We only collect the data described in this section. We do not collect more than we need.
Waitlist signup
If you choose to join our waitlist, we collect:
Your email address, and the language or locale you selected.
We use this data to notify you when paid astrology reports launch, and to send occasional launch announcements. We do not use it for any other marketing.
Legal basis: your consent, under Article 6(1)(a) GDPR. We use a double opt-in process. When you submit the waitlist form we do not yet store your email on our list; instead we send a confirmation link to the address you entered. Your consent takes effect, and we add your email to the waitlist, only when you click that link. If you never confirm, we do not keep your email. You can withdraw your consent at any time by unsubscribing (see "Your choices and rights" below). Withdrawing consent does not affect the lawfulness of processing carried out before withdrawal.
Sending the launch email also relies on your prior consent under Romanian Law no. 506/2004 (which transposes the ePrivacy Directive) for unsolicited electronic communications. Every email we send includes a one-click unsubscribe link.
Spam prevention: the waitlist form includes a hidden "honeypot" field that is invisible to ordinary visitors. It is used only to detect and reject automated spam submissions. If a normal person fills in the form, this field stays empty and no additional data is collected.
Your waitlist email is stored and delivered through Resend, our email platform (see "Recipients and international transfers" below).
Website analytics
We use Vercel Analytics to measure how the Site is used, in an aggregated and privacy-friendly way. This measurement is cookieless. It does not track you across other websites, it is not used for advertising, and it does not build individual profiles about you. The results we see are aggregated statistics, not data that identifies you personally.
Legal basis: our legitimate interest in understanding and improving how our website performs, under Article 6(1)(f) GDPR.
Product analytics (PostHog)
We use PostHog (operated by PostHog, Inc.) to understand how visitors use the Site so we can improve it. PostHog is loaded only if you accept the "analytics" cookie category. If you decline that category, PostHog is never loaded and no PostHog data is collected. Your data is stored in the European Union, on PostHog Cloud EU (Frankfurt, Germany). We do not use session recording, so PostHog does not record your activity on the Site.
Legal basis: your consent, under Article 6(1)(a) GDPR. You can withdraw your consent at any time by selecting "Cookie settings" and rejecting the analytics category (see "Cookies" below). Withdrawing consent does not affect the lawfulness of processing carried out before withdrawal.
Error and security monitoring
We use Sentry (operated by Functional Software, Inc.) to monitor technical errors and diagnostics so we can keep the Site reliable and secure. When an error occurs, Sentry may process technical data, which can include your IP address and information about your browser and device. We do not use session replay, so Sentry does not record your activity on the Site.
Legal basis: our legitimate interest in maintaining the reliability and security of the Site, under Article 6(1)(f) GDPR.
Rate limiting (abuse prevention)
We use Upstash (a Redis service) to apply rate limiting, which protects the Site against abuse and automated attacks. For this purpose, request data derived from your IP address is processed temporarily.
Legal basis: our legitimate interest in protecting the Site and our infrastructure from abuse, under Article 6(1)(f) GDPR.
Language preference cookie
We use a single functional cookie, set by next-intl, to remember the language you prefer to read the Site in. This is an essential cookie that makes the Site work in your chosen language. It is not used for advertising or tracking.
We do not use advertising cookies, tracking cookies, or third-party marketing trackers. See "Cookies" below.
Recipients and international transfers
We do not sell your personal data and we do not share it for the marketing purposes of any third party. We use a small number of trusted service providers (processors) to operate the Site. Each acts on our instructions for the limited purpose described.
Resend: email delivery and management of our waitlist.
Vercel: hosting of the Site and the cookieless analytics described above.
Sentry / Functional Software, Inc.: error and security monitoring.
Upstash: rate limiting to prevent abuse.
PostHog / PostHog, Inc.: consent-gated product analytics, with data stored in the European Union (Frankfurt).
Several of these providers are based in the United States. The only third country your data may be transferred to is the United States; we do not transfer your data to any other country outside the European Economic Area. Where personal data is transferred to the United States, this is an international transfer outside the European Economic Area. For each such transfer we rely on the safeguards required by Chapter V GDPR. The safeguards we rely on are:
Resend: the EU-US Data Privacy Framework.
PostHog: your data is stored in the European Union (Frankfurt), with the European Commission's Standard Contractual Clauses in place for any residual access from outside the EEA.
Vercel, Sentry, Upstash and Stripe: the EU-US Data Privacy Framework and/or the European Commission's Standard Contractual Clauses.
You may ask us for a copy of, or more information about, the safeguards that apply to a given transfer by writing to hello@noscere.co.
We may also disclose personal data where we are legally required to do so, for example to comply with a lawful request from a public authority.
How we protect your data
We take appropriate technical and organisational measures to protect your personal data against unauthorised access, loss, alteration or disclosure. These include encryption of data in transit (HTTPS/TLS), access controls that limit who can reach the data, and contractual safeguards requiring our processors to protect the data on our behalf. No method of transmission or storage is completely secure, however, and we cannot guarantee absolute security.
If a personal data breach occurs that is likely to result in a risk to your rights and freedoms, we will notify the competent supervisory authority within 72 hours where required to do so, and we will inform you without undue delay where the breach is likely to result in a high risk to your rights and freedoms.
How long we keep your data
Waitlist email and language: we keep this until you unsubscribe or withdraw your consent, after which we remove your email from our waitlist.
Analytics (Vercel Analytics): this is aggregated and non-identifying, so it is not retained as personal data about you.
Product analytics (PostHog): analytics events in PostHog are retained for up to 12 months, after which they are deleted or anonymised.
Error and security logs: these are kept for up to 90 days, long enough to investigate and resolve technical issues, and then deleted or anonymised.
Rate-limiting data: IP-derived request data is processed temporarily and is not retained beyond what is needed to apply the rate limit.
Your choices and rights
Under the GDPR you have the following rights in relation to your personal data:
Access: you can ask us whether we process your personal data and request a copy of it.
Rectification: you can ask us to correct data that is inaccurate or incomplete.
Erasure: you can ask us to delete your personal data ("right to be forgotten").
Restriction: you can ask us to limit how we use your data in certain circumstances.
Portability: where processing is based on consent and carried out by automated means, you can ask to receive your data in a structured, commonly used, machine-readable format, or to have it transmitted to another controller.
Objection: you can object to processing based on our legitimate interests, on grounds relating to your particular situation.
Withdraw consent: where we rely on your consent (the waitlist), you can withdraw it at any time. The easiest way is to use the unsubscribe link in any email we send you. Withdrawing consent does not affect processing done before you withdrew it.
To exercise any of these rights, write to us at hello@noscere.co. To protect your data, we verify your identity in support before we act on a request, which usually means confirming that you control the email address the request concerns. We respond without undue delay and within the time limits set by the GDPR (normally one month).
Right to lodge a complaint
If you believe we have processed your personal data unlawfully, you have the right to lodge a complaint with the supervisory authority in Romania:
The National Supervisory Authority for Personal Data Processing (Autoritatea Nationala de Supraveghere a Prelucrarii Datelor cu Caracter Personal, "ANSPDCP").
Address: B-dul G-ral. Gheorghe Magheru 28-30, Sector 1, 010336 Bucharest, Romania.
Phone: +40 318 059 211.
Email: anspdcp@dataprotection.ro.
Website: www.dataprotection.ro.
You also have the right to seek a remedy before the competent courts.
Your privacy rights outside the EU
We primarily operate under the GDPR, but if you live outside the European Union the following also applies to you.
United States: we do not sell your personal information, and we do not share it for cross-context behavioral advertising. Because of this, we are not required to provide a "Do Not Sell or Share My Personal Information" link. We honor the Global Privacy Control (GPC) signal sent by your browser. If you are a US resident, you may ask us to access, delete or correct the personal information we hold about you by writing to hello@noscere.co. For transparency, we note that we do not currently meet the thresholds that would make the California Consumer Privacy Act (CCPA) or other US state privacy laws apply to us; we describe our US-facing practices here as a matter of good practice.
United Kingdom: if you are in the UK, the UK GDPR applies to the processing of your personal data, and you have rights equivalent to those described above. You may lodge a complaint with the UK Information Commissioner's Office (ICO) at https://ico.org.uk/make-a-complaint/.
Canada (including Quebec): if you are in Canada, our processing is subject to the Personal Information Protection and Electronic Documents Act (PIPEDA) and, in Quebec, to the Act respecting the protection of personal information in the private sector (Law 25). You may exercise your privacy rights, or raise any concern, by contacting hello@noscere.co.
Australia: if you are in Australia, we handle your personal information consistently with the Australian Privacy Principles (APPs) under the Privacy Act. We note that any astrology reports we may offer in the future are generated with the help of AI.
Cookies
We use the following storage and analytics:
A language-preference cookie (set by next-intl) that remembers the language you chose to read the Site in. This is an essential cookie, exempt from consent under Law no. 506/2004 and the ePrivacy Directive.
Vercel Analytics, which is cookieless and aggregated, and Sentry error and security monitoring. These are consent-exempt.
PostHog product analytics, which is consent-gated and does require your consent before it loads.
Because PostHog requires consent, we show a cookie consent banner. It offers two categories:
Necessary: the essential language-preference cookie and consent-exempt monitoring described above. These are always on, because the Site cannot work without them.
Analytics: PostHog product analytics. This is off by default and loads only if you accept it.
Rejecting is as easy as accepting: the banner lets you decline the analytics category with a single action, with no extra steps, and PostHog is not loaded if you decline. The option to refuse non-essential (analytics) cookies is presented on the first screen of the banner, just as easily and visibly as the option to accept them. You can re-open these choices and change them at any time by selecting "Cookie settings". If we ever introduce other non-essential cookies or trackers in the future, we will ask for your consent first and update this policy.
Children
The Site is not directed at children under the age of 16. We do not knowingly collect personal data from children under 16. By joining the waitlist, you confirm that you are at least 16 years old (or the minimum age for valid consent to information society services in your country, if that age is higher). If you believe a child has provided us with personal data, please contact us at hello@noscere.co and we will delete it.
A note on future paid reports
noscere plans to offer paid astrology reports in the future. That service is not active now. It would involve processing additional personal data, such as birth details for generating reports and payment information handled through a payment provider (Stripe). We will update this Privacy Policy, and describe that processing and its legal basis in detail, before any paid reports launch. Nothing in this policy should be read as describing paid-report or payment processing as currently active.
Changes to this policy
We may update this Privacy Policy from time to time, for example when our processing changes or when paid reports launch. The "updatedAt" date at the top of this page shows when it was last revised. We encourage you to review this page periodically. If we make material changes, we will notify waitlist subscribers by email before those changes take effect.
Version 1.0 — 2026-06-19.
